This service is responsible of unblocking an account.
When the account is unblocked, it reverts to its previous status.
For instance, if the account was in a PENDING -documentation before being blocked, upon unblocking- it returns to the same status.
This request only applies to accounts that are in the
blocked_by_merchantstate.
